A funfair and circus which have visited a town for decades have been refused a licence to return this year - because a council doesn't have experienced staff to approve risk assessments.

Now Teddy Morley, whose family has been bringing all the fun of the fair to Tipkinder every August Bank Holiday for years, has also been refused permission to attend.
Cheshire East says it is currently setting up a new system to improve health and safety and can’t grant licences until it is in place.
But Crewe councillors are demanding to know how a new system can be implemented when the council doesn’t have anyone with the expertise to operate it.

They also want to know how long towns across the borough will be deprived of such entertainment. Funfair News
Councillor Jill Rhodes asked at Thursday’s meeting of the full council: “What measures do the council intend to take to ensure there is an appropriate officer to facilitate the granting of licences for annual town fairs and circuses that use Cheshire East land?
This historic building is set to be given a new lease of life - but what could it be?
“Way back in May the circus that uses Tipkinder by Queens Park was refused a licence. The reason given was that there was no appropriate officer to facilitate the granting of a licence.
“The annual fair, which has taken place in Crewe in August for almost half a century, has had notice that there will be no licence for them to use Tipkinder. Again the answer given is due to there not being a suitable officer to process the licence.
“I just wonder what mechanism [the] council is going to take to ensure that these traditional fairs, which are very dear to the hearts of residents, are actually allowed to go ahead.”
Speaking before the meeting Crewe councillor Brian Roberts said he was amazed the council didn’t have the in-house expertise required to approve risk assessments and method statement for such events.

“Why can’t this assessment be carried out by a consultant?” he asked. “Cheshire East Council spends hundreds of thousands on consultants and barristers to defend their management decisions on policies such as senior staff suspensions and to warn employees not to challenge them in the courts. But when it comes to century-old traditions in bringing the fairs to provide enjoyment for our residents, the money tree has been picked bare.”

Frank Jordan, executive director for place at the council, said: “Cheshire East Council is currently establishing a new process for dealing with third party applications to occupy its land. This work is centred on more robust contracting arrangements and stronger public safety mechanisms.
“Regrettably, no licences can be granted until the new process is in place and we appreciate this will cause some disappointment, but public safety is paramount and council officers are working to implement it as quickly as possible.”
